According to Walter Burien and Carl Herman the Comprehensive Annual Financial Reports (CAFR) of most the States (California) are kept hidden from the pubic and show the trillions of dollars of investments that are available to the States at anytime (this surplus would eliminate all taxes)- the annual Budget shortfalls they (state agencies) give as an excuse for all the lay-offs, program cuts, and tax increases are nothing more than false propaganda !
